Background Document:  The October 21st meeting included a discussion of group consensus and expectations of Coalition partners.  Based on that discussion, the Steering Committee drafted a statement containing two parts:

• Decision Process:  The process adopted by the Coalition on January 20, 2010 (extracted from the meeting notes).
• Basic Conditions of Collaboration (BCC):  A proposed definition of what consensus means: the commitment made to the PFC when a partner agrees to "live with" the decision or recommendation.
