The
Supplemental Project Agreement (SPA) between the Payette National Forest and Southwest Idaho Resource Conservation District (SWIRCD) is the instrument that allows the SWIRCD to be the fiscal agent and pay for the facilitation (Paul Litow), scribe (Joann Fly), and the PFC web support (Dennis Murphy) services for the Payette Forest Coalition (PFC). This SPA expired 12/31/2022 and is out of money. The Payette NF is in the process of drafting another SPA modification with SWIRCD to
extend these services and add money for use in 2023 and beyond. This new SPA modification will likely require at least 3 months to get in place.
These PFC services cost approximately $2,500 total/month. For the detailed estimated costs of facilitation, and web support services that SWIRCD
contracts in 2023, see link, below right . The scribe services cost approximately $400/month. The total estimated monthly cost includes the SWIRCD fiscal agent charges of 10%, an administration fee for any funds going through the RC&D. This 10% pays for the accounting time, annual financial review mailings and their taxes. SWIRCD is a 501 (c)(3) nonprofit organization.
If PFC members are willing and able to fiscally support the continuation of these PFC services for
facilitation, scribe and web support, until a new supplemental project agreement (SPA) can be finalized (at least 3 months), please follow this process:
Donations need to be made out to the Southwest Idaho Resource Conservation and Development Council, Inc. (Southwest Idaho RC&D), and identify that it
is to go to the Payette Forest Coalition.
DO NOT make the checks out to the PFC, because the SWIRCD cannot deposit funds unless they are identified as to the RC&D. If you have questions on the
